This paper summarises the findings of a series of studies commissioned by the Building Resilience in Ethiopia – Technical Assistance (BRE-TA) programme on different aspects of Ethiopia’s disaster risk management (DRM) system. Its purpose is to capture the levers of change that will bring about a more effective DRM system and then to elaborate these in a roadmap for the government and its partners that will revitalise commitment to Ethiopia’s DRM policy and programmes of action.
This synthesis paper1 relied primarily on review and analysis of the BRE-TA studies and related documentation, which was further enriched by, and refined through, a process of consultation and dialogue with stakeholders in Ethiopia. The stakeholder discussions sought to ensure the policy and operational relevance of the recommended actions so that the final report and its roadmap resonate with the national development discourse and are widely owned.
